The city’s affordable housing initiative, announced with considerable fanfare two years ago as a commitment to address the chronic shortage of low-income units, has spent nearly thirty-one percent of its allocated funds on consulting contracts rather than housing construction or acquisition, according to an eighteen-month review of municipal spending records by The Freethinking Times.

The review, which examined more than four thousand individual expenditure entries across six city departments, found that consulting fees, “program design” contracts, and what budget documents describe as “capacity building services” consumed $4.2 million of a $13.7 million fund in its first two operating years. Over the same period, the initiative completed documentation for eleven new affordable units — against a stated two-year goal of four hundred.

The mayor’s office did not respond to requests for comment submitted over three weeks. The director of the city’s Office of Housing Strategy, appointed eighteen months ago at a salary of $187,000 per year, declined an interview request through a spokesperson.

The Consulting Ecosystem

The largest single beneficiary of the fund is a firm that describes itself as specializing in “equitable housing policy design and community engagement facilitation.” It received $1.1 million across four contracts. Its principals include two former city officials who left their positions in the eighteen months before the fund was established.

A second firm received $640,000 for what contracts describe as “implementation readiness assessment” — a deliverable that, according to city records, produced a 47-page report recommending the hiring of additional consultants to assist with implementation.

None of the consulting contracts reviewed contained performance benchmarks tied to actual housing units created, occupied, or preserved.

What Residents Were Promised

At the initiative’s launch press conference, the mayor described the fund as “the most significant investment in affordable housing this city has made in a generation.” Renderings of proposed developments were displayed. Residents from affected neighborhoods spoke about the urgent need for relief from rising rents.

Two years on, rents in those neighborhoods have risen an average of fourteen percent. The waiting list for the city’s existing affordable housing stock has grown by more than two thousand households.

The following letter was submitted in response to our opinion piece, “On the Moral Cowardice of Epistemic Humility.” It has been edited for length and clarity.

To the Editors:

Your piece on performed epistemic humility makes an argument I am substantially sympathetic to, and makes it well. But I think it risks collapsing a distinction that matters.

You are right that uncertainty is frequently deployed strategically — as a way of avoiding accountability rather than as an honest reflection of the epistemic situation. This is real, it is common, and calling it out is a service.

Where I want to push back is on the implication that the remedy is simply more willingness to assert conclusions confidently. In my field — I teach philosophy at a university — I see a different failure mode that is at least as common and considerably less discussed: the confident assertion of conclusions that the evidence does not actually support, by people who have learned that confidence reads as authority.

The problem is not confidence versus humility. The problem is calibration — the degree to which expressed confidence tracks actual epistemic warrant. A person who says “I am certain” when the evidence makes certainty appropriate is well-calibrated. A person who says “experts disagree” when they do not is poorly calibrated in one direction. A person who says “it is clear that” when the evidence is genuinely contested is poorly calibrated in the other direction.

Both miscalibrations cause harm. Your piece makes the first-type error vivid. I would encourage you to keep the second type equally in view.

Somewhere along the way, epistemic humility became a costume. The genuine intellectual virtue — the willingness to hold conclusions lightly, to update on evidence, to acknowledge the limits of one’s knowledge — was colonized by something that looks identical from the outside but functions as its precise opposite: the strategic deployment of uncertainty as a shield against accountability.

You can recognize it by its selectivity. The person performing epistemic humility is almost never uncertain about things that would cost them nothing to believe. They are uncertain about the things whose conclusions would require them to take a position, name a cause, assign responsibility, or risk being wrong in public.¹

The Tell

The tell is in the asymmetry. A journalist who writes that “experts are divided” about whether a particular corporate practice causes harm — when in fact the relevant experts are not divided at all, and the division exists primarily among spokespeople and think tank fellows funded by the industry in question — is not practicing epistemic humility. They are laundering uncertainty.

A politician who says “the situation is complex” when asked whether something their donor did was wrong is not reflecting carefully on the nature of moral epistemology. They are using the language of careful thought to avoid thinking carefully.

A commentator who responds to every strong claim with “well, there are many perspectives” is not enriching public discourse. They are flattening it — treating the person with evidence and the person with a financial interest in disputing that evidence as epistemically equivalent parties in a good-faith disagreement.²

What Genuine Uncertainty Looks Like

Genuine epistemic humility is active, not passive. It does not retreat from conclusions; it holds them while remaining genuinely open to revision. It can say “I believe X, for these reasons, and here is what would change my mind.” It assigns probabilities rather than manufacturing false balance. It is uncomfortable with its own uncertainty rather than comfortable with deploying it.

Most importantly, it is calibrated to the actual state of the evidence. Where evidence is strong, it reflects that. Where it is weak, it reflects that too — but not as a default position designed to avoid commitment.

The current fashion of performed uncertainty fails this test on every count. It is static, not dynamic. It retreats from conclusions rather than holding them provisionally. It treats all uncertainty as equal regardless of the evidence. And it is suspiciously correlated with the conclusions that would be inconvenient to reach.

The Stakes

This matters because public life requires the ability to make collective judgments. A polity that has been trained to treat all uncertainty as a reason for suspension of judgment — rather than as a factor to be weighed alongside evidence — cannot govern itself. It can only be governed.

We think clear thinking and clear speaking are acts of civic responsibility. We intend to practice them here, and to call out their absence elsewhere, even when that requires saying plainly that someone is wrong.

Especially then.

The phrase “if you’re not paying for the product, you are the product” has been repeated so often it has lost its capacity to disturb. That is a problem, because the underlying dynamic it describes has become more consequential, not less, in the decade since the phrase entered circulation.

What follows is an attempt to look carefully at the actual mechanics of the attention economy — not the philosophical critique, which has been made well by others, but the specific transactional structure: what is extracted, from whom, at what cost, with what downstream effects.

The Basic Exchange

The business model of the dominant digital platforms is straightforward in structure, if not in execution. The service is provided free of monetary charge. In exchange, users generate data — not merely the data they consciously provide, but behavioral data: the sequence and duration of their attention, their response to stimuli, their social connections and the strength of those connections, their emotional states as inferred from their behavior.

This data is used to build predictive models of individual behavior. Those models are sold, in the form of targeted advertising inventory, to parties who wish to influence behavior — primarily to sell products, but also to influence beliefs and actions.

The thing being sold, precisely, is predictive access to human attention and decision-making. The more accurate the model, the more valuable the inventory.

Who Bears the Cost

The costs of this arrangement are distributed unevenly, in ways that roughly track existing social vulnerabilities.

Children and adolescents, whose attentional and emotional regulation systems are still developing, are particularly susceptible to the behavioral optimization techniques the platforms have refined. The research literature on this is contested in its details but consistent in its direction.

People in conditions of economic precarity are disproportionately targeted by the highest-margin advertising categories — predatory financial products, for-profit education, gambling — because their behavioral profiles mark them as responsive to these offers.

Communities with weakened social infrastructure are more vulnerable to the information-environment effects of engagement-optimized content distribution, which systematically favors emotionally activating content regardless of its accuracy.

The Political Economy of Reform

The platforms have proven extraordinarily resistant to regulatory intervention, for reasons that should by now be familiar to readers of this publication. They possess significant lobbying resources, a revolving door with relevant regulatory agencies, and a sophisticated public argument — that their services are free, that users choose to participate, and that interference represents paternalistic overreach — that has proven durable across multiple political climates.

What has changed is the accumulation of evidence. It is now substantially harder to maintain that the harms are speculative. The question is whether the political system can generate the will to act on what the evidence shows, against the structural resistance of industries with strong incentives to prevent it.

That question remains open. Watching how it resolves will tell us a great deal about the actual functioning of democratic governance under conditions of extreme corporate concentration.

When people discuss the internet, they tend to discuss its surface: the platforms, the applications, the content. This is understandable. The surface is where people live. But the surface rests on a physical and institutional substrate that is, in important respects, more fragile than most people realize — and considerably less governed.

The Physical Layer

The internet is not a cloud. It is, at its foundation, a network of physical cables — including approximately 400 submarine cable systems carrying roughly 95 percent of international data traffic — supplemented by terrestrial fiber, microwave links, and satellite systems that are growing in importance but remain secondary for high-volume traffic.

These cables are owned by a mix of incumbent telecommunications carriers, technology companies that have built their own private networks, and specialized infrastructure firms. The ownership map has shifted significantly in the last decade as major platforms vertically integrated into the physical layer.

Submarine cables are vulnerable in ways that receive occasional attention after incidents and then recede from public discussion. They are cut by ship anchors and fishing equipment with some regularity — the industry handles dozens of faults per year. They are also potential targets for state actors, a fact that military and intelligence communities discuss seriously even as it remains largely absent from mainstream coverage.

The Concentration Problem

The internet was designed with redundancy as a core principle. The actual infrastructure has evolved toward concentration that partially contradicts that design.

A small number of internet exchange points handle a disproportionate share of global traffic. A small number of autonomous systems — the network operators that form the internet’s actual building blocks — carry the majority of long-haul traffic. A small number of content delivery networks serve the majority of web content.

This concentration has driven efficiency gains that have meaningfully improved performance and reduced costs. It has also created single points of failure that the original network architecture was designed to avoid.

The Governance Gap

Perhaps most importantly: the infrastructure that undergirds global communications is governed by a patchwork of private contracts, voluntary technical standards bodies, national regulatory frameworks that were largely designed for different technologies, and informal norms that work until they don’t.

This is not a crisis. It is a condition — one that has proven remarkably stable for longer than its critics expected. But stability under current conditions is not the same as resilience under stress conditions that have not yet been encountered.

Understanding this infrastructure is a precondition for making intelligent decisions about it, at every level from individual users to policymakers. We intend to cover it with the seriousness it deserves.

The complaint about Hollywood’s addiction to sequels, prequels, reboots, and franchise extensions is so well worn that making it again risks confirming one of the industry’s favorite defenses: that the critics are nostalgic elitists who don’t understand that audiences vote with their wallets, and the wallets have spoken.

This defense deserves to be taken seriously, because it contains a genuine argument. And then it deserves to be refuted.

The Argument Worth Engaging

The studios are not wrong that audiences attend franchise films in large numbers. They are not wrong that original IP carries higher financial risk at the scale of a major theatrical release. They are not wrong that the economics of film distribution have changed dramatically, and that the theatrical window no longer functions as the reliable revenue mechanism it once was.

These are real constraints. Any serious critique of the current moment has to grapple with them rather than pretending that the problem is simply a failure of nerve or imagination on the part of studio executives.

Where the Argument Fails

The argument fails when it moves from “franchises are financially safer” to “therefore audiences don’t want original films.” This does not follow, for a reason that should be obvious: audiences cannot want films that don’t exist.

The revealed preference argument — audiences choose franchises, therefore audiences prefer franchises — is only valid if audiences are choosing between franchises and equally well-resourced, equally well-distributed, equally well-marketed original films. They are not. The comparison set has been pre-curated by decisions made before any audience member buys a ticket.

When original films are made with serious resources and genuine ambition, audiences frequently attend them. The evidence for this is not obscure. It is in the box office history of the last forty years.

The Thinking Problem

The deeper issue is that the franchise model is self-reinforcing not just economically but epistemically. Studios that invest primarily in franchise properties develop institutional knowledge, talent pipelines, and production infrastructure optimized for franchise production. Their ability to evaluate, develop, and market genuinely original work atrophies.

This is the pattern of any industry that optimizes too narrowly for a particular output over a long enough period. The problem is not that the people making these decisions are stupid or cowardly. It is that they are making locally rational decisions inside a system that is producing globally irrational outcomes — and the system has become too self-referential to perceive this clearly.

The way out is not nostalgia for a golden age that was also deeply imperfect. It is the willingness to take risk seriously as a practice, not just as a rhetorical gesture toward creative ambition. That requires different incentives, different metrics, and different institutional structures than currently exist.

Whether any of that is forthcoming is a different question. The honest answer is: probably not soon.

The Pentagon Papers case is taught, correctly, as a landmark in the history of press freedom. The Supreme Court’s decision¹ that the government could not impose prior restraint on the publication of the classified study — over the explicit objection of the Nixon administration — established a principle that remains foundational to the legal protection of investigative journalism in the United States.

This is the version of the story that gets told. It is true. It is also incomplete in ways that matter.

What the Papers Actually Showed

The Pentagon Papers were not, primarily, a story about Vietnam. They were a story about how governments manage information — specifically, about the systematic gap between what officials knew and what they told the public and Congress.

The study, commissioned by Secretary of Defense Robert McNamara² and completed in 1969, documented that multiple administrations had known that the war was not winnable under existing conditions, had made decisions they understood to be unlikely to achieve stated objectives, and had continued to present the public with an optimistic picture that the internal record did not support.

The officials involved were not, in the main, cynics or liars in any simple sense. Many of them believed in the importance of what they were doing. The gap between the public and private record was produced not by individual dishonesty but by institutional dynamics: the pressures of the policy process, the culture of optimism that attached to official statements, the reluctance to acknowledge failure in ways that would constrain future options.

The Durability of the Pattern

What is striking, from a distance of more than fifty years, is how durable this pattern has proven. The specific mechanisms documented in the Pentagon Papers — the gap between classified assessment and public statement, the management of information to preserve policy options, the institutional optimism bias in official communication — have appeared, with variations, in subsequent episodes of the kind that historians eventually document in retrospect.

This is not because officials are uniquely dishonest. It is because the incentive structures that produced the behavior in the Pentagon Papers case are not unique to that moment. They are structural features of how governments manage information in democratic systems where public opinion matters and failure carries political cost.

What Journalism Can and Cannot Do

The Pentagon Papers case is also a story about the limits of journalism as a check on institutional deception. Daniel Ellsberg leaked the papers in 1971.³ The events they documented had largely concluded years earlier. Journalism revealed what had happened; it did not prevent it while it was happening.

This is the more uncomfortable lesson of the case, and the one least often drawn. The press as a check on government power is a real and important function — but it is a retrospective check, operating primarily on events that have already occurred, against institutions that have strong incentives and significant resources to shape the information environment in real time.

Understanding this clearly is a prerequisite for thinking carefully about what journalism can actually accomplish, and what other mechanisms of accountability it must work alongside.
